The majority element has to account for more than 50% of the sample.
In the example above, there is no majority element (A is 4/9 of the
sample), so the algorithm does not guarantee anything.

Like the original puzzle that started this thread, the linked paper is
using "majority element" to mean an element that occurs more than n/2
times in a list of n elements. By that definition, your list does not
have a majority element.

It's partly to do with the fact that search engines can make far more
money by selling to advertisers than selling to us - they do get paid
for their work, just (helpfully) not by us.

I think it boils down to who you can trust that is in power.
In saner times, 20+ years ago, there was some measure of
equity around the world. Today whether it is Red China or
Red USA though, it is increasingly difficult to have a
traditional free enterprise. There just isn't the integrity
of leadership needed to sustain that. Pols feel the heat
of past mistakes today and generally wind up making poor
decisions that don't really help matters. In my view,
the on line model is a good way to fight back against
the creeps in Washington and Beijing. It is true that
the number of programmers is small compared to the total
population. That's only part of the story though.
Advertisers love to reach niche markets with above average
incomes.

in my university's data structures course about 12
years ago. The thing is that no-one I have ever
worked with has heard of it and look down on
it like it is crap. They went to other schools.

According to the Amazon link he posted, its title is

"Data Abstraction and Problem Solving with C++: Walls and Mirrors (4th
Edition) (Hardcover)"

which looks like C++ to me.

I've never encountered it, but the customer reviews are extremely mixed.

I think I have a legitimate reason for using RTTI, particularly
dynamic_cast<>, and I'd like to use it to query instances created in a
shared library. No matter how I tweak GCC's visibility criteria with
#pragmas or linker flags, dynamic_cast always fails.

Here's a very brief idea about what I'm trying to do:

A coworker of mine ran into this problem. His issue was that the
shared library defined the derived class but he wanted to dynamic_cast
to the derived class in his code (executable or another shared
library). He solved it by creating a static function in the shared
library that defines the derived class and have that static function
do the dynamic_cast. From the other libraries/executable, you call
this static function instead of doing dynamic_cast.

It's called "explicit instantiation". The syntax is missing the return
value type. Maybe you meant

template int is_a<int>(any_value *);

? Also, 'any_value' should better be defined here.

Explicit instantiation tells the compiler to generate the code for that
particular instantiation. Since it's a function, the name (mangled, of
course) gets added to the list of external symbols and the function
becomes callable from outside, so the linker can resolve it.
